Preheat oven to 400°F (205°C). Line a baking sheet with parchment paper and set aside.
In a large bowl, mix together the flour, salt, black pepper, garlic powder, paprika, and cayenne pepper (if using).
Coat the chicken wings in the flour mixture.
Place the chicken wings on the prepared baking sheet and bake in the oven for 25-30 minutes, or until they are golden brown and crispy.
In a saucepan, melt the butter over medium heat. Add the hot sauce, vinegar, and honey and stir until well combined.
Remove the wings from the oven and place them in a large bowl. Pour the sauce over the wings and toss until the wings are evenly coated.
Serve the wings immediately with blue cheese dressing on the side, if desired. Enjoy!
